HB 1859 Is Now Law: Illinois Affirms Human-Taught (not AI) Community College Courses

On August 15, 2025, Governor JB Pritzker signed HB 1859 into law, a landmark win for our students, our profession, and the integrity of community college education. This victory was made possible through the sustained legislative work of CCCTU Local 1600, without our union’s advocacy, this law would not exist.
What the law does
HB 1859 ensures that every course offered by Illinois community college districts is taught by a credentialed human instructor, as defined by disciplinary and industry standards. The law recognizes that while AI can be a useful tool, it cannot replace the essential human connection at the heart of teaching and learning. This protects accreditation, upholds academic standards, and defends the ethical core of higher education.
Why it matters
Protects students and quality: Guarantees human-led instruction, mentorship, and accountability in every course.
Safeguards academic integrity: Aligns with accreditation expectations and prevents AI-only “teaching.”
Defends union jobs and standards: Affirms the role of qualified faculty as educators, advisors, and mentors.
